I thought so too.
And if you click on the "Characteristics, Features and Map" you'll notice some of these are tiny areas. Houston's Montrose looked like the largest.
I really liked the Faubourg Marigny, I didn't think it was that bad at all and I've only been there at night. Frenchman St was pretty cool with some good bars and restaurants.

Yes, right across Esplanade from the Quarter...it's been pretty common knowledge for some time that it's not a good place to walk at night, especially post-Katrina.
Probably no coincidence that the APA made this choice, had their annual conference in Louisiana, and is neck-deep in philanthropic activity centered around post-Katrina rehabilitation efforts (according to their website).
