lol only in WV...their actual plate doesn't look that bad though
I'm a little biased to the East Coast since these plates are the ones I see the most (I do see Illinois and California plates with alarming frequency though). I'll put up ones that really stand out outside of the EC.
-Pennsylvania (see this one a whole lot. the old one wouldn't have been on the list, but the new one looks much nicer, and less like West Virginia's. from a distance I always confuse the two) http://upload.wikimedia.org/wikipedi...c/c2/PA_00.jpg 9/10
-New Hampshire/North Carolina (best slogans)

Ugliest plates:
-Delaware
-Vermont
(I don't like the dark backgrounds on either, and Delaware's couldn't have a more boring font)
-Massachusetts (not really ugly, but too plain)
South Carolina, closely followed by Texas. In fact it took a minute to decide, Texas is that good!
Anyway MOST states have decent to good plates; New Hampshire, Florida, South Dakota, New Mexico (always decent), Illinois, Maine etc. I am utterly shocked that my own New York State did not mess this up either, although I do not think people can see thats Niagara Falls, the Adirondacks or NYC up there while driving. Should be more than two colors.
The attractive (and patriotic) North Carolina plate is very noticeable when seen in the NYC area, at least for me.
Tennessee's is the loveliest that I have seen, followed by the new SC plate.
