To me, bad weather is not a Maine issue or even a New England issue. I don't like the weather in the Mid-Atlantic region either, or really, anywhere on the East Coast until one hits southern Virginia. I could never tolerate the weather in northern New England though. It's unfortunate, because it's such a beautiful region of thhe country.

I have never been to Arkansas but I have lived in Maine for over a decade and this state, especially in the southern part, would have been the perfect place for me if it was not for all the snow in the winter. Maine is a very beautiful and the people are, contrary to what you have heard, very friendly and laid back. Maine is different from the southern New England states.

Well I used to live in Maine and I have a lot of friends in Arkansas. Been to Arkansas a LOT while I lived in Texas, and frankly while parts can be beautiful there, Maine wins hands down. Both economically and scenic.
The whole North -vs- South debate is frankly quite childish. Why does it always have to be a Southerner who starts them and calls the rest of the Country rude? Kind of shoots that whole "Southern Hospitality" idea right in the ass. You can find rude a-holes in every single state, in about the same percentage of the general population. No one State/region has a lock on rudeness or politeness.

Both places are probably fine to visit. Maine is one of the 3 New England states I've never visited, and I'm sure it's beautiful, I just wouldn't live there.

Arkansas has a nicer climate & some pretty countryside. But Maine has the Atlantic ocean plus natural beauty. I think it would be harder to live in Maine during winter than Arkansas. I voted for Maine.
