The criteria is economic development, business friendly climate, family friendly, safe, urbanity, public trans., etc. I think these cities have much in common and fit in the same tier. I tried to pick from different regions to get a better perspective on C-D. I wanted so bad to get some from the Northeast, but they are either too big or too small. Baltimore could have been an exception, but IMO it is Southern and would have tipped the scale.Here the choices:
Tampa
Charlotte
Portland
Sacramento
Milwaukee (sorry for the typo)
Columbus
Pittsburgh

Portland is easily the most liberal (if that's what you mean by progressive) and probably has the best transportation of the bunch, but it also may be the least business friendly. Portland is also very safe, btu I can't really comment on the others.

I agree, I thiink Portland is the best on this list. They are huge into urban planning and are environmentally friendly. Very safe and friendly, also has a great music scene.

By progressive I am not really referring to political ideology but which is making more forward thinking moves in regards to infrastructure, business climates, etc.

"Progressive" is probably not the right term for this.

Pro-Business/Pro-Development is probably a much better term.

Portland is probably the most progressive on that list, but i'm surprised that C-bus doesn't have more votes. i'd imagine that its fairly progressive in light being the home of OSU.

either way, i'd probably rather live in Tampa. weather & i know people there
