I would also vote Philly. Nice new construction and gentrification all throughout the city. Booming downtown and metro and situated nicely between NYC and D.C. with NJ and Delaware beaches close by as well as the Poconos.

Who says that NYC is the best city to build a future?

Most people would rather live elsewhere than NY if given a choice

Me personally, I would choose Philly over NY in a heartbeat for larger cities and many small towns as well

NYC does nothing for me as a place to do more than visit from time to time

Isn't this kinda dependent on what kind of cultural attractions you like, what outdoor activities you like, what topography you like, and what job market you're looking for. There's not one best - its completely a matter of opinion. Seems like a really poorly conceived topic to me.

What does that say about Philly that it even needs to undergo reconstruction and renewal?

Boston currently has a pretty sizable construction boom going on.

Also, Boston is not located in 95. If we are talking about cities. 95 does go through the metro area though.
