Less than half? I'd say about 1/6th of the Pacific NW. Portland gets about 38 in of rain a year, Seattle is about 42 in, but at least in Portland, about 35 of that 38 in is all from Oct to June. There is usually next to nothing in the summer time.

Weird because Portland is south of seattle and you'd think it would be a bit warmer during the winter months.

Yea, Portland is warmer on average, but it being a bit more inland from the ocean (which helps moderate temperatures) can cause the temperature swings to be greater in Portland than in Seattle. In other words, it might be consistently cooler in Seattle averaged over a period of time, but Portland can have larger swings in temperature (which means in a given day, it go from above freezing to below freezing faster than in Seattle...which coupled with the greater total amount of rain might help explain that ice storm difference).
