Which city has the best African-american neighborhood? (food, live, state)

Not saying that it is one of the best predominately Black neighborhoods, but it is a city neighborhood that is more comprehensive in terms of much of the criteria.
I like the View Park/Windsor Hills/Baldwin Hills area. Beautiful homes in a great location. Close to parks, shopping, dining. Plus minutes from downtown LA, beaches, Beverly Hills, Century City. Close to good public transportation with new subway line opening in 2 years.
Are there any other candidates that are close to the original criteria, while also having a business district in or near said neighborhood/area?
For those that have been mentioned earlier in the thread, do some of the suburban areas have a business district or at least multiple amenities that allows it to be relatively self sufficient?
I guess the within the Westbury Union Free School District on Long Island, you have predominantly Black and middle class neighborhoods in the northern portion of the village of Westbury east of Old Westbury Road and in between Jericho Turnpike and the Northern State Parkway(in Census Tract 303900), as well as in the northern portion of New Cassel(CDP)(Census Tract 304203). Census Tract 304203, according to 2010-2014 info, is 52.15% Black out of 5,689 people and has an overall median household income of $88,712($89,427 for Black households). Residential: https://www.google.com/maps/@40.7616...6!9m2!1b1!2i47
Census Tract 303900 is 46.77% Black out of 4,084 people with an overall median household income of $117,833($131,027 for Black households). However, with that census tract, it includes a census block group in the Carle Place SD that is only 3.57% Black out of 910 people. So, the other 3 census block groups are pluralistically more or predominantly Black and are middle class, including census block group 303900-4 which is about 71% Black(out of about 1000 people) and has/had a median household income of $138,315($139,837 for Black households). There's also Census Block Group 304100-1 which is adjacent to both which is about 48.5% Black out of 891 and has/had a median household income of $85,403($76,500 for Black households). Residential: https://www.google.com/maps/@40.7646...7i13312!8i6656
For the Westbury Union Free SD, it is 32.37% Black out of 26,356 people(2010-2014 census info) and its overall median household income is/was $79,041($85,909 for Black households). Its school report card: https://data.nysed.gov/profile.php?instid=800000049217
Another area that may work is the northern end of Baldwin NY/South Hempstead(both are CDP's). It covers Census Tract 412900, which has about 5900 people and is primarily in the solid/good Baldwin SD(46% Black student enrollment for the whole district and its HS(48.8% Black)had a 90% grad rate in 2015, which is usual for the district/HS according to NYSED School Report Card info). Its median household income is $97,849 and is 63.7% Black(2010-2014 info). This is a street view of a business district in that area, which actually has a nightlife spot, barbershop, a couple of restaurants, etc., but could be even better from the looks of things and there is more further north: https://www.google.com/maps/@40.6780...7i13312!8i6656
Baldwin's overall Black median household income is $104,561, which is the highest of all groups in the diverse suburban community and the community as a whole is 32% Black.
That area is near the northern end of Freeport, which is 59% Black and has a median household income of $88,000(6100 people in the area/census tract). Parts of this area is in the Baldwin SD, as well as Freeport and Roosevelt Schools, which aren't as highly regarded. Parts of Freeport in the Baldwin SD tend to be predominately Black and are middle class as well. In fact, there is a census block group in this census tract that is 69% Black and has a median household income of $141,364 that is primarily in the Baldwin SD.
