So, the other 3 census block groups are pluralistically more or predominantly Black and are middle class, including census block group 303900-4 which is about 71% Black(out of about 1000 people) and has/had a median household income of $138,315($139,837 for Black households). for DC proper, the neighborhoods near the Montgomery County border. For Prince George's County, the central part of the county outside the Beltway (Bowie, Largo areas) and the southern part of the county.

Without even looking at the criteria of this thread my favorite Black neighborhood will always be Central Harlem.

Here is a list of reasons:
1.) Its in New York City with your typical vibrant NYC neighborhood vibe
2.) One of the most if not the most convenient black community in America (Easy access to stores, subways, buses, entertainment etc.)
3.) The nightlife in central Harlem is probably the best I have ever seen in the country if we are focusing on amenities inside of black neighborhoods.
4.) Despite gentrification there have been many black entrepreneurs who still create and open businesses in Harlem.
5.) Central Harlem has the best soul food in the city
6.) The Diaspora is very strong as well. African American, West Indian, both French and English West African nations represented well with Dominicans mixed in.
7.) There is even a street in Harlem (116th St) named Little Africa dedicated to many French African restaurants.

Bed Stuy is my second favorite.

Since I'm west indian Ill be a bit bias and say Crown Heights, Flatbush, Little Haiti in Miami, and Mattapan in Boston are also strong contenders for black neighbohoods I like.

I do feel overall the Northeast has very vibrant black communities.

And for the record I believe normally the best black neighborhoods are located in LA, NYC metro, ATL metro and MD. I recall seeing a list with this info a few times on the internet.

People who are flat out saying just DC and ATL need to really leave their couch, explore and do HW because LA to me still has some of the most beautiful and best black neighborhoods I have seen.

Most of the well to do black areas in NYC are far away from gentrification. SouthEast Queens, parts of Southern Brooklyn and parts of the Northern Bronx and Nassau County.

They do, but seeing as how both DC and Atlanta areas each have more black people than the entire state of California, I think you can see why this is a DC/ATL centric topic.

I don’t think that’s accurate. There’s about 2.3 million blacks in California.

What about people that would say DC and Atlanta have the most beautiful and best black neighborhoods they've seen

At least by CSA at least it is pretty close to accurate, Atlanta is right there. Your number was in 2010 for California.

Total Black (alone) population: 2016
02. Greater Washington DC-Baltimore CSA: 2,440,792
03. Greater Atlanta CSA: 2,067,719


California is bleeding it's Black population. As of 2018 California is around 2,261,835 blacks total for the entire state. So maybe Atlanta gets there in 5 years.
