Thanks for reppin' the D. The "Avenue of Fashion" commercial district on Livernois is slowly becoming a lively spot with restaurants, bakeries, and art galleries. There is a new restaurant opening up every 3 months or so. And the housing in the surrounding area is not particularly urban, but it's special!
You know, you are right; I stand corrected. I have visited (AA) friends there, and in my wanderings took it for a majority black community.

Outdated now. Flossmoor as of 2015 estimates was 48.6% black out of nearly 10,000 residents, and is likely to have reached a little over the 50% threshold by now and can be qualify according to the OP criteria.
But, there is also the suburb Olympia Fields(adjacent to Flossmoor), which has been majority black for longer at 69% out of roughly 5,000 residents as of 2010-2014. It median household income is almost the same as Flossmoor at around $95,000.
Perhaps the East Sandford Boulevard area of SE Mount Vernon NY by Pelham would fit. It ranges in terms of income from mainly working class up to straight middle class just south of the boulevard next to Pelham, but it has its share of shopping and some other businesses. Mount Vernon is NYS's 9th biggest city and is 64% Black. New Rochelle is the 7th biggest city in NYS and is about 20% Black.
Again, not saying that they are among the best, but they fit some of the criteria.
I'm referring to the portion of the neighborhood near this street which is a more middle class portion of the neighborhood along with the area west of Thurston Road(along Genesee Park Drive): Brooks Avenue - Rochester Wiki Brooks Landing - Rochester Wiki
It is in census tract 409800, which has around 5700 people and is around 60% Black with a median household income of $98,214(2014 info). Just to the north, the adjacent census tract in Elmont(404901), has around 5500 people and is 77% Black with a median household income of $109,000(2014 info).
Yorktown, Wynnefiled, Wynnfield Heights, Overbrook Park, Overbrook Farms, Olney, East and West Oak Lane, Germantown, Stenton. All some pretty awesome nearly all black/middle class neighborhoods in Philadelphia.
