The proposed T.Stacy tower would be Austin's first 800 footer, if it ever happens:

AUSTIN | T. Stacy 2 Towers| 820 FT | 66 FLOORS | 420 FT/128 M | 32 FLOORS - SkyscraperCity
I think it will never happen!

Even though it was one tall tower (RSA Battlehouse Tower), Mobile really doesn't count.

actually that is not true since there are roughly 3500 condos unsold in the the Brickell/downtown market. Over 6850 condos have sold so far or 66% of the market. Tou can read it for yourself here:

3,546 unsold Brickell condos make up 51% of Miami-Dade County's total

Miami is far from being Dubai since it is not creating new projects on reclaimed land. The housing market is different and more skewed to multi-family /condos units than single family housing.
Unlike Dubai , Miami has no room to expand landwise since the county has had a western Urban Development boundary line since the 70s that has forced Miami to build up instead of out into the Everglades.

I know The City of Miami allocates all of its ex-convicts to underneath a bridge & across the bay from Downtown where thousands of tourists cross every day.
Class...& to think people criticize Houston for having a lot of homeless people under its bridges.

Now I will address this issue for you. The people that WERE living under the Julia Tuttle bridge happen to be convicted SEX OFFENDERS and under law aren't permitted to live within a certain range of any school. Miami and the metro have hundreds of schools and most of these ex offenders can't find housing. They put themselves into that predicament not the city of Miami who does have 2 homeless shelters downtown & is building a new huge facility for the chronically homeless. The city of Miami has evicted these sex offenders from underneath the bridge already.

As for your petty remark on who can afford condos besides movie stars & coke dealers? There is a lot of wealth in Miami especially from overseas investors and retirees from the north. You seem to have a problem with jealousy or some anger as to why Houston or Austin weren't included in the poll. Take that up with the OP and would appreciate it if you didn't have to make childish remarks about another city.
Have a nice day
