This is tough and you could have added some other cities like Boston, Miami, Houston, Ottawa and maybe even Seattle. I picked Toronto though due to being called the most diverse city in the world, unofficially.

I've generally heard Toronto or Sacramento. NYC might be close too.

according to my earlier post What does a Cosmopolitan city really mean?
now knowing the meaning of cosmopolitan, its hard to find Mexico City, Houston, or Sacramento on the top ten Cosmopolitan list.

Well if you go by "international" and "foreign born from several areas" than in the US New York City and San Francisco might be it. Large foreign population, but with no region for immigrants dominating too much. (Hispanics/Latinos represent 50.3% of NYC's foreign born and Asians represent 52.1% of San Francisco's foreign born) Other possibles

Bridgeport, Connecticut - The foreign-born populations looks fairly mixed among Asian, European and Latino. Although I think it's third Bridgeport seems to have a higher percent being European-born than most.

Trenton, New Jersey - The foreign-born populations also look mixed among Asian, European and Latino.

San Diego and DC also seemed to have a fair amount of foreign-born without one region of immigrants dominating too much.

The UN lists Miami and Toronto as the North American cities with the highest percent foreign-born overall. Toronto often gets the edge for "cosmopolitan" because in Miami one or two nations more dominate the foreign-born population. Vancouver, Canada was listed as third in a global study.

For Mexico Mexicali apparently has a strong Chinatown.

Miami of 2010 isn't the same as Miami of the 80's. The diversity of nations represented would surprise a lot of people who think it's just Cuban immigrants.

Never been to Toronto, but it is a highly diverse and integrated city from what I heard. I think Toronto is the safest city over 1 million in North America too. Low murder rate there
