What about Penney's? Lately, I have been seeing Big-box JCPenney stores.

There is one in Midtown Manhattan, added that to last post. I don't think there is one in Chicago though...but there is a Sears.

There's nothing wrong with having affordable shopping downtown.
EXACTLY. I wasn't trying to offend any class when it comes to shopping or whatever you can afford. But Kohl's should never be the focus to revitalize retail in any major downtown city. It's more suburban than it is urban. I will repeat, people will not go to downtown to shop at Kohl's. Not even the people who can afford it.

As for Victory Park. The intention was good. But the execution was not. They tried to build an exclusively upper class area from scratch to fast. Everything was expensive down there from a steak dinner to hotel rooms. Even the sports bars were expensive. It was destined to fail especially in this economy. Basically they tried to build Bal Harbour from scratch in a short amount of time. Never letting the neighborhood mature into that type of neighborhood. What reason does the average Joe have to go down there for if you can't afford it.

The thing with high end shopping, is not everybody buys the high end stuff... they might go in and just get a 30 dollar t shirt.
A mix is the best, in my neighborhood there is high end, middle end, low end, and stuff I don't even know is food, it might be cat... Variety is key.
Exclusively upper class is super lame, but you generally only see that in resort areas like Bal Harbour, Aspen, etc.
