Your first 7 seem about right, but I could see Massachusetts possibly taking the place of either Pennsylvania, New Jersey, of Tennessee. MA has Boston and Cape Cod, which both attract tons of tourists. Arizona is another possibility with the Grand Canyon, Phoenix/Scottsdale, and the Hoover Dam.
I forgot about Cape Cod. I remembered Boston which is why I originally thought was MA was most likely #11, but Cape Cod gets a lot of tourism, definitely more than the TN side of The Great Smoky Mountains NatF.

Boston in itself is one of the most visted cities in the country with 20,000,000 visitors. Throw in Cape Cod/Islands and the Berkshires and the Pioneer Valley, yeah, Mass definitely top 10.

The #10 most visited city in the country gets 29 million visitors on its own according to another thread with a link to a Forbes article and that is San Diego add LA and San Fran to that MA ain't touching that.
Philly is #9 with 30 mil and another 10 mil from Pitt and more from the Poconos amoung other areas and MA won't touch that.
All the other cities on the list get at least 31 mil visitors per year and their respective states have other attraction so I don't see Mass moving into the top 10.
I also don't see NY being #1, you have Orlando (#1 visited city most years) and Miami (#5 most visited city last year) drawing 86 million visitors a year, add the Panhandle beaches, St.Augustine, the Space Coast, Tampa etc to the list and I don't see how NY would have more visitors.

I still feel FL is #2.
Orlando and its parks are #1, but NYC is #2.
(per year) NYC received 47 million visitors (I read 12 million visits to Miami, that makes a total 60 million between MIA & Orlando- not 86) 5 million alone go to Long Island to visit wineries, 12 million see Niagara Falls, The Hamptons gotta see around 1 million visitors a year, plus the national parks which also probably rake in about a million more a year as well, and more

I still think both Florida and California could possibly beat NY. Yes, NY has some tourist areas other than NYC, but FL and CA have way more tourist areas.
Florida- Orlando, Miami, the Keys, the space center, spring breakers at Daytona, all the cruise ships that are based in south Florida, the Everglades
California- LA, San Fran, San Diego, Silicon Valley, Orange County, Disneyland/Universal Studios/Sea World etc., Yosemite National Park, redwood forrests, Napa Valley wineries
both states have very long coastlines as well, that I'm sure draw more visitors than the Hamptons

You're forgetting Fort Lauderdale, which I read receives 12million visitors annually.

Pulled this from another thread. This list was compiled by Forbes.
1. Orlando FL 48,000,000 visitors
2. New York NY 47,000,000 visitors
3. Chicago IL 45,580,000 visitors
4. Orange County CA 42,700,000 visitors
5. Miami FL 38,100,000 visitors
6. Las Vegas NV 36,351,469 visitors
7. Atlanta GA 35,400,000 visitors
8. Houston TX 31,060,000 visitors
9. Philadelphia PA 30,320,000 visitors
10. San Diego CA 29,600,000 visitors
The Keys get just as many visitors per year as LI, when you add in the Panhandle and St.Augustine I don't see NY being close.
I am really rethinking though and Cali might even take out FL. An old list I saw for 2004 had Cal first then FL, TX and then NY which is not too hard to believe.

I saw that list and than I saw another list that was CA, Fl, NY than TX. NY and TX probably switch places every couple of years. Neither offer the wide variety of attractions that CA and FL offer.
