dude, chicago IS a major global city in itself, it has the 2nd highest pr population in the u.s. behind NYC. Yes Chicago is not NYC or London but it holds its own.

To Humbolt Park:

I think you're confusing regular apartment buildings with projects. What you seem to be describing are regular buildings. They are everywhere for the most part. The projects are in certain areas like S.BX, Harlem, N.E BK, LES Manhattan etc....
