No, but only a few cities actually have Bicycle lanes. Shows Bicycle friendliness, instead of people having to ride their bike in the same lane as a guy driving his car. That makes a huge difference to the quality of Bicycle friendliness.
Sounds like New York, I rode my bike through Manhattan a couple times, you basically have to ride it like your driving a car.
I wouldn't exactly call Boston a bicycle-friendly city, but there are tons of bicyclists. There are some bicycle lanes around in some parts of the city I think...but bicyclists seem to prefer riding in the middle of the road on the white lines, zig zagging in between traffic. Ya, they're effing insane.

I suppose you have not seen Bike situations in LA, Houston, Dallas, Phoenix, there are almost no bicycle lanes, and it gets nasty when cyclists try to get around on bikes.
Boston, even if a few lanes do exist seems more like bike heaven than those car guzzled cities.
Pago Pago in American Samoa is great for biking. I've gone around the island.
Orlando is great because its year round bike able with many bike routes and scenic roads. I wouldn't go on some of the main roads but the rest are very good. Its also nice and flat. Which I prefer, because I'm use to it.
Ft. Lauderdale is nice because of its size, great weather, and palindrome.
I imagine Martha's Vineyard to be pretty nice at least in the summer.
San Juan Puerto Rico is also good.
