I think you're a little misinformed. No way all of these cities are cheaper than the stats the OP provided for Montreal... In cities like SD and LA, you'd be extremely lucky to find a 1 bedroom in the worst neighborhoods for $600 a month.
According to Kiplinger the following cities having below average cost of living and are listed by City-Data as having over a million people in the city-proper.
Houston, Texas
San Antonio, Texas
Dallas, Texas
I would assume things like gas or gas/petroleum related are cheaper in Texas than in Montreal.
Other major metros they list as having low costs of living include
Memphis, Tennessee
St. Louis, Missouri
Indianapolis, Indiana
Nashville, Tennessee

I have friends in LA who have a small 1 bedroom apt, and they pay 1300/month for it. San Diego likewise is not very cheap according to my relatives there....

Yeah the West Coast and Pacific NW is not cheap. But Chicago is. It's higher than Houston or Dallas. But it's closer to those cities than it is to the coasts.
