Tampa is more reminiscent of San Diego than SF(as someone states earlier). SF is in a completely different league than Tampa. On that note I choose SF. Why are you mad for real? SF is indeed in Paris, Amsterdam, NYC, LA, Chi, AND especially Philly's league.

I think San Fran is nice but, the bay area is way overrated in general. Me being from the bay area find San Francisco to be a nice place except it is gradually getting worse, and the bay area is pretty boring to say the least. Although, I have never been to Tampa it looks pretty nice. I would have to go with Tampa.

Tampa's nice. But you say The Bay Area CA is boring, but Tampa doesn't really offer anything, that you couldn't find in the the Bay Area CA. You would prob find Tampa boring also, if you think the CA's Bay Area is boring.
