If they're relocating "which they haven't stated" and have a government type job, DC > NYC. If they want more space and a more slowed environment DC > NYC.
But the OP has not given anything to work with. So assuming the best from both, overall it's going to be NYC.
I don't see how anyone who knows what they are talking about could say NYC hands down. It depends what you're looking for, but aren't like 6 of the 10 richest counties in the country in the DC area? Or like 9 of the 15 richest or something? It also has some of the best public schools and colleges in the country as well. To some people that's a big deal. Not everyone wants to live in NYC, or even DC. They want an affluent neighborhood with good schools for their children that is still close to a large city.
I must say though, given the choice between Montgomery county and the Bronx, its seriously a no brainier. Montgomery county with ease.
NYC's boroughs are bigger than Neighborhoods.
Its not really Fair to compare DC(61 sq. miles) to the whole of NYC(300 sq. miles). So I added in adjacent urban suburbs to some what equalize it.
Since your a little slow, and think a borough is a neighborhood, let me be more specific and break it down barney style for you.
Manhatten>DC
Brooklyn> PG(inner beltway) you know what that means right?
Bronx>Silver Spring area(you know where thats at right?)
Queens>Arlington
Staten Island>Alexandria

Beacuse the city of New York is five times the land area of DC
If DC proper was the same physical size of NYC than it would damn near swallow up Baltimore.
So a more apt comparison would be Bmore vs Jersey City.
DC's innermost suburbs are not really suburbs at all.

The boroughs can go against whole cities by themselves. What are you saying. Forget a county. What county u know houses a million plus besides the main ones of the city
example the bronx,queens,brooklyn have more ppl than most cities by itself
