What are you looking for? What's your budget? Are you going to be working? If so, in what industry? Umm...do you want to be in a massive city or are you happy with a mid-sized city outside of a major city? Umm...I don't know, just tell us about you and what you're looking for.
All that said, I can't imagine choosing anywhere else in this country over Manhattan...

Your topic is far too vague, what exactly are we supposed to be comparing here?
A lot of people prefer one over the other. So you can't just say "which is better" and leave. You have to give a fair criteria to compare the two cities on.
But for now, I say NYC, simply because altogether it's a more well rounded city with a lot of excitement. Until I see some criteria, I can't give a fair answer.

Right, Arlington is nothing at all like Tenleytown, Glover Park, Spring Valley, Chevy Chase, etc.
I'm curious as to what "genuine" DC culture is? I'm assuming you mean African-American, but I fail to see why that would be more "genuine".
