I think Charlotte would be the largest city in that region. Since Technically New Orleans and Atlanta are not geographically in it, Memphis appears to be in it as well.
According to that map, Mecklenburg County (Charlotte) is not in this region and that makes sense, as it is in the heart of the Southern Piedmont region. The Black Belt does, however, include Columbia, SC and Augusta, GA.
*Many politicians have proposed that we implement an "ARC" (Appalachian Regional Commission: Appalachian Regional Commission - Wikipedia, the free encyclopedia) for the Black Belt--and give the area the help, the investment, and the attention that Appalachia received during the 1930's/Great Depression.
Zell Miller of all people (a former Governor/U.S. Senator from Georgia...and a native of "Appalachia") was one of these politicians!
