Concur.

I went from an old 1925 1800 sq ft home in Lakewood with original windows and the original furnace and hardly any updates to a 1923 2400 sq ft home in Cleveland proper that has been completely remodeled from the roof to the basement.

In my Lakewood home I kept the heat as low as I possibly could: 66, 68. In my Cleveland home, I keep it pretty warm: 72,73.
My gas bill went from $350 to $180.

for that budget -downtown, tremont, maybe Ohio City although it would be a little hard coming from out of the area to land in a good spot. IMO the best of Cleveland eating, bars, entertainment are within 3 miles of the core of the city. Outside of work, I only went out of the range to enjoy the Metroparks or country side from time to time.
