And the schedule of whomever is being inducted. Probably not possible. Not only that but older names may not draw crowds either as headliners, and it would be insulting to invite someone being inducted and have them perform as a supporting act in my opinion.

FWIW, Seattle has this - Bumbershoot | Seattle's Music & Arts Festival

I like the idea of scheduling it around another event, like the RRHOF induction, or maybe the Pro Football HOF game (I know, that's in Canton, but still...).

They are tough to pull off though because they often end up losing money for the city and they have to decide whether to just accept the trade offs against whatever ancillary benefits it provides (city pride, tourist revenue, etc.).
