True, but for a successful neighborhood, it needs to attract people from other neighborhoods to restaurants and what not. And it also needs renovation and development to happen, so it isn't the worse case scenario, but certainly not the best.

I think I may have misused the words "family owned". The businesses there are more like cheaply bought and not renovated businesses that work to meet the needs of the people of the area, such as a check cashing, beauty salon/barber shop, etc. Really those are the 2 most common businesses in the area there. If you go on Google Maps and street view on Lee Road between Cloverside Avenue and Westview Avenue, that's exactly what you see. That's not my idea of a very successful neighborhood.

I'm basically trying to get a feel for the east side and determine some cheaper areas that aren't completely overrun with crime, drugs, trash, and foreclosures. I am aware that lower income areas normally come with those things; I am willing to handle some to an extent, but not much. So run down businesses are much more appealing than boarded up ones. I can't afford to pay much in rent due to income limitations.

Trust me, you want to stay out of Lee-Miles. It has it's share of crime too. If you're tight on money, I recommend somewhere like Euclid or Warrensville Heights. Both are older and a little bit more run down, but are in good areas. Euclid borders the safe and white neighborhoods of Wickliffe and Willowick. Also, Euclid is right on the lake and has lots of affordable and nice apartments. Euclid is about half white and half African American, and their crime is moderate, but nothing serious. They have decent stores, but a great downtown. Their city services are one of the best in Cleveland and Euclid is remodeling and redeveloping their streets and neighborhoods.
