Yep. More important to generate that city revenue by pissing off citizens with petty moving violations. Gotta meet them quotas!

I'd venture to guess that a decent chunk of the people driving down Fairmount/Cedar/Mayfield/Monticello are not residents and are not visiting the city, just passing through. If that's all they're doing AND they're breaking traffic laws, why shouldn't CH cops pull them over? Additionally, there is quite a bit of evidence to suggest that traffic stops are a decent crime deterrent.
