I wouldn't say there are any truly bad areas in Westlake. Its basically a pretty wealthy city. Those two areas(the border one is so small if you blink you'll miss it driving by). I assume the services would be the same as in Strongsville. If you have kids or planning on having kids, I'd take the Strongsville High over Westlake. Really if you're just looking for a place to live, then either of the cities would be fine. It would just be your own preference really. In general the Western Suburbs tend to be more compact, while the Southern Ones(Brecksville to Strongsville,etc) tend to have bigger plots of land(if its an older house).

I don't have any statistics to back up the lower pollution claim, but I do have the years from 1992-2004 as anecdotal evidence of lower pollution. I lived in Elyria during that period, and my stomping grounds were Avon, Avon Lake, Westlake, etc. Those areas never struck me as polluted, and in fact, we always went to Avon Lake for the clean beaches and nice environment. Compared to the pollution in say, downtown, Avon Lake and the surrounding areas are stellar. Services are great,too - though they are obviously funded through the taxes
