Has everyone received their proposed 2018 values from Cuyahoga County? Did you get a big jump from 2017 values? The county will probably get a substantial increase in property taxes revenue next year.

Increases in overall appraised value only raise tax collections on "inside millage," so taxing entities don't receive large amounts of increased tax collections as the result of changes in appraised value. Below is a good explanation from Mahoning County.

In Cuyahoga County, inside millage mandated by the Ohio Constitution is 10 mills.

<<What will happen to tax bills? Generally, as a result of a revaluation, some taxes will go up, some will go down, and some will stay the same. The new values simply establish equalization, many other facets of assessment procedures determine tax bills. In Ohio, by law assessed valuations are determined by taking 35% of the market value appraisals, then local tax rates are applied to each tax bill. Typically, many of these rates are adjusted after a revaluation to prevent a community-wide inflation of values from causing a large-scale inflation in tax bills.

House Bill 920. Passed into law in 1976. House Bill 920 provides a credit against all voted tax millage. As property values increase due to reappraisals, additional "credits" are applied to voted tax levies so that property owners are not paying more than the amount of taxes the levy was originally voted to collect. The only increased revenue taxing districts receive from voted levies is from the added value of new construction.

What matters is a property's relative valuation. If a property gains value relative to other properties in a community, or in the county in its entirety, that property will bear a greater portion of the entire voted tax levies. Properties that depreciate in value relative to other properties will experience a relative decrease in taxes levied.

At least this is my understanding. If I'm wrong, please explain.

My home and condo went up a bit. Home in Bay went up more than the condo downtown.

Folks are definitely worried on the Westside about this could mean for their taxes

Persons should check comparable values for neighboring properties based on actual sales. If a person's house is being compared with a renovated property, often the case, an appeal should document the situation.

Sometimes appraisals may be necessary, but overall, I've found Cuyahoga County very fair the couple times that I contested my appraisals.
