Hello Folks,

I have completed the annual update of enrollment within the 96 public school districts of the seven counties in Greater Cleveland-Akron (Cuyahoga, Geauga, Lake, Lorain, Medina, Portage, Summit). All data supplied by the Ohio Department of Education (https://education.ohio.gov/Topics/Da...nrollment-Data). Here are highlights from the study period (FALL 2009 through FALL 2018):

REGIONAL TRENDS

1. Total public school enrollment decreased 13.5% (from 395,000 to 342,000).

2. White public school enrollment decreased 19.3% (from 267,000 to 215,000); white student representation decreased from 67.5% to 62.9%.

3. Black public school enrollment decreased 15.6% (from 90,000 to 76,000); black student representation decreased from 22.8% to 22.3%.

4. Latino public school enrollment increased 53.1% (from 15,300 to 23,400); Latino student representation increased from 3.9% to 6.8%.

5. Asian public school enrollment increased 38.8% (from 7,300 to 10,200); Asian student representation increased from 1.9% to 3.0%.

6. Mixed (two or more of the above racial/ethnic categories) public school enrollment increased 6.2% (from 13,100 to 13,900); Mixed student representation increased from 3.3% to 4.1%.

DISTRICT TRENDS

TOTAL ENROLLMENT (all districts)

1. The top five districts ranked by total student enrollment percentage change: Fairport Harbor (28%), Avon (16%), Berkshire (absorbed Ledgmont) (16%), North Ridgeville (8%); Rocky River (3%).

2. The bottom five districts ranked by total student enrollment percentage change: Newbury (-47%), East Cleveland (-45%), Windham (-37%), Wellington (-34%), Cardinal (-32%).

WHITE ENROLLMENT (districts with at least 100 white students)

1. The top five districts ranked by white student enrollment percentage change: Berkshire (absorbed Ledgmont) (14%), Fairport Harbor (14%), Avon (8%), North Ridgeville (7%), Shaker Heights (0.2%).

2. The bottom five districts ranked by white student enrollment percentage change: Richmond Heights (-81%), Garfield Heights (-71%), Euclid (-66%), South Euclid-Lyndhurst (-64%), Newbury (-50%).

3. Five districts with the highest percentage of white students: Mogadore (99%), Garfield (97%), Manchester (96%), Berkshire (96%), Southeast (96%).

4. Five districts with the lowest percentage of white students: East Cleveland (0%), Warrensville Heights (1%), Maple Heights (2%), Richmond Heights (4%), Euclid (7%).

BLACK ENROLLMENT (districts with at least 100 black students)

1. The top five districts ranked by black student enrollment percentage change: Cuyahoga Falls (139%), Willoughby-Eastlake (111%), Brooklyn (102%), Mentor (88%), North Olmsted (82%).

2. The bottom five districts ranked by black student enrollment percentage change: East Cleveland (-45%), Orange (-34%), Lakewood (-33%), Cleveland (-27%), Warrensville Heights (-26%)

3. Five districts with the highest percentage of black students: East Cleveland (99%), Warrensville Heights (96%), Maple Heights (91%), Richmond Heights (89%), Euclid (86%).

4. One district (Columbia) has zero black students. 13 districts have fewer than 10 black students (actual count not available): Berkshire, Cardinal, Crestwood, Firelands, Garfield, Independence, Keystone, Kirtland, Manchester, Mogadore, Vermilion, Waterloo, Wellington.

LATINO ENROLLMENT (districts with at least 100 Latino students)

1. The top five districts ranked by Latino student enrollment percentage change: Midview (717%), Maple Heights (494%), Twinsburg (352%), Vermilion (272%), Cleveland Heights-University Heights (257%).

2. The bottom five districts ranked by Latino student enrollment percentage change: Cleveland (5%), Lorain (8%), Amherst (9%), Painesville (38%), Brooklyn (44%).

3. Five districts with the highest percentage of Latino students: Painesville (53%), Lorain (42%), Clearview (38%), Brooklyn (22%), Cleveland (16%)

4. Seven districts have fewer than 10 Latino students (actual count not available): Cardinal, East Cleveland, Garfield, Manchester, Mogadore, Richmond Heights, Windham

ASIAN ENROLLMENT (districts with at least 100 Asian students)

1. The top five districts ranked by Asian student enrollment percentage change: Cuyahoga Falls (474%), Aurora (261%), Akron (178%), Berea (94%), North Royalton (86%)

2. The bottom five districts ranked by Asian student enrollment percentage change: Copley-Fairlawn (-35%), Shaker Heights (-24%), Parma (-22%), North Olmsted (-17%), Nordonia Hills (-5%).

3. Five districts with the highest percentage of Asian students: Solon (21%), Beachwood (19%), Twinsburg (9%), Mayfield (9%), Akron (8%).

4. Two districts (Columbia and Firelands) have zero Asian students. 22 districts have fewer than 10 Asian students (actual count not available). These are not listed here due to the high number of such districts.

East Cleveland needs to work on its diversity program ASAP as does Warrensville Hts, Euclid etc.

It would appear that the Richmond Heights numbers mirror the Maple Heights numbers from two decades ago, in terms of rapid white population loss at the schools.

I assume much of this decrease can be explained by Charter schools and perhaps an increase in private school enrollment. Anybody have any links or numbers to suggest this?

It is interesting that white flight continues on the East side but also black flight from East Cleveland.
