Default Resources for disabled child?

I grew up in NE Ohio, but have been away a looooooonnnnng time. I now have an 18-year-old son with a heart problem who had a cardiac arrest 4 years ago. The result was a severe brain injury and he is now quite disabled. I want to be near family, but need to know where I can find the best resources and support for my son. He has insurance, and here in Maryland Medicaid picks up many expenses the insurance won't cover.

I've heard Lake County has one of the best levels of resources for a disabled dependent being cared for at home. Can anyone out there confirm this, or guide me to other counties within shooting distance of Akron and Cleveland?
