I think of "Near West Side" as everything east of, say, West Boulevard, west of the river, and north of, I don't know, maybe Denison Avenue. The boundaries are debatable, of course, but they would definitely include Ohio City and Tremont (I grew up in Ohio City before it was called that... and we considered ourselves as living "on the Near West Side").
I would definitely say West 117th is too far west to be considered "Near West Side"... and Lakewood, West Park, and Rocky River are definitely too far out.

I always just make it easier and call most of the westside of the city, East of 117th street, the near westside. When most people say near westside they arent talking about the suburbs unless they say it.

Too bad the map does't show the amount of sex offenders or drug dealers living in the neighborhood. You can search online for the sex offenders but it's a bit hard to map out the drug dealers. That is the kind of knowledge you gain by actually living in the area. I see that you live in Youngstown, right? Have you ever lived in Cleveland?

I also have to say that dont trust all these crime maps and things 100% or even the crime data. Sadly, crime in Cleveland is much higher than on the city-data page due to mis-reporting and all the crimes that the cops dont show up for or report, not to mention all the crimes that happen and nobody bothers to call the police. The crime maps only show some of the crime that the city reports and sends to them.
Definitely go and check the neighborhood out for yourself and ask around. Drive through the neighborhood in the day and in the night and decide if its the kind of place you want to live.

I agree with what you've said. I don't think that anyone was trying to be "negative" or down on the original poster. I always love the people that can't stand the heat and then run out of the kitchen, then try to blame the other people for making them do so. Really not fair and not what happened. Cleveland; it is what it is at this present time; there is always hope (and hopefully structured plans) for things to improve. Making a move from Portland, OR to Cleveland, OH WITH KIDS is going to be a life-changing move for all concerned. I don't understand the "defensiveness" attitude at all if people give various opinions. Moving across town in a particular city/state can make all the difference in the world; much less across the country.
