Because of the high cost, special education is usually provided by public school districts.
With strong parental advocacy, a meaningful education can be had. In OH, as rest of US, a childs needs are assessed and outlined in an IEP (individual education plan). You may want to seriously consider living in a well funded school district. Sadly the ones in cities generally tend to be underfunded.

It might be good to try and meet other parents of children with disabilities to aquaint you with what is available and also be a support system for you. I am not sure how it is in SA, but one ongoing goal here is for persons with disabilities to be included in every day life rather than isolated in special schools.
