Shaker is very safe, I would say the most dangerous parts of the East side are between E 40th and E 140th. Those are the areas you generally want to stay away from at night. But you'll have no safety issues in Shaker.

Shaker Heights for the most part is safe. Once you get down Kinsman it is very scary at night, almost all the shops have gates blocking the stores (even an autozone does) to prevent break ins.

The westside I think is generally more safe than the eastside as far as the city and the suburbs. For the suburbs, I wouldnt worry much though, they are all relatively safe besides East Cleveland.

On the other question, the worst areas are the Eastside of Cleveland and East Cleveland, the westside of the city is better but has dangerous areas. Shaker Heights is generally a safe place with not much to worry about.
