Rent for a flat in a two family house is about $600.
Apartments are more

The Shaker Square area has really nice apartments, but they are pricey as well.
What exact parts of Kinsman or St. Clair are you looking at?

C-town if you're still interested this site (city data) has some good info by zip code.
here's the link http://www.city-data.com/city/Cleveland-Ohio.html

For those areas the zips are 44103, for St Clair and 44104 for Kinsman I believe.

And if you look you can see the average rent for that zip code. I'll reiterate though that the average in Cleveland proper is about $600 for two beds, 1 bath, living and dining room. (Typical Cleveland 2 family house layout) Though if I were you I would get one of those side by side duplexes.
