It depends what type of area you are looking for and how close to school. I live on the Westside and also attended CSU. There was a great bus line that went down Lorain Road through North Olmsted, Fairview Park and into Cleveland(this was a few years ago, so not sure how they run now). There are many apartments near Wooster/Lorain Rd and the bus stop was at that intersection. Lakewood is more of a walking community and has lots of young people renting there. I see RTA buses a lot(I work in Lakewood), but don't know their route there. Also, Rocky River would have rentals and be a quick drive downtown.

There are also plenty of condos and apartments downtown if you want to be real close to school. Also, I am not sure if the newly renovated Fenn Tower is only for undergrads or not, but that may be worth looking into as well.

If you want to be close but not right downtown and still have a college atmosphere (with plenty of grad students around) University Circle/Little Italy is a great area. From there, you could take the HealthLine right down Euclid to CSU and be there in 10 minutes.

The biggest question is what is your price range.

Neighborhoodwise, I would look at Downtown, Ohio City, Tremont, and Little Italy (you can take the Euclid Corridor to and from school).

There are some VERY close apartments like 1900 Euclid Ave around there for example too it you need to be in walking distance.

Also, he's a decent Relocation Guide that might help: Cleveland Relocation Guide
