Transportation- Tour Guides?
I know this may sound a little out there, but I'm a former Clevelander. I have not lived in Cleveland for over 30 yrs. I still love to come back for visits and to take in a few shows maybe 1-2 times a year. I would love to have a tour guide to drive me around to some favorite places, while I'm in town. Especially, when I bring my daughters with me, to show them the town where I grew up. I do not want to rent a car. Is there such a service like this?

and the transportation is to rent a car according to your budget.
It is more fun to drive instead of wasting time on RTA station looking for the next bus like a hawk.

There are things called internet and GPS. To plan a trip now a day is not that complicated in a drivable city like Cleveland. In NYC it would be different.

#1 - The poster stated they did not want to rent a car.
#2 - There are plenty of things to see in Cleveland that a local could show someone outside of the tourist attractions and a Michael Symon restaurant.
Not everybody just wants to zip on the freeway to two touristy destinations and say they've "experienced" a city.

I agree with jam40jeff, there is a lot more to Cleveland than the Rock Hall and Botanical Gardens. I also would recommend going to UrbanOhio to get a more knowledgeable answer.
Also, some areas you might want to check out; Ohio City (specifically the West Side Market), Tremont, Edgewater, Downtown in general (Warehouse, East 4th, Playhouse Square, The Mall, etc.), Shaker Square, Little Italy (Trattoria is amazing and Corbo's is one of the best Bakeries ever), Lakeview Cemetery (the Garfield Monument is located there) and Coventry. Again, for more info on these you should visit the UrbanOhio website (look in the Travel and Relocation section as well as in the City Photo section).
As for not renting a car, RTA is very convenient and the rapid (as well as the BRT line) can take you to most of the areas I mentioned.
