Unhappy Question on Lease Agreement

I have a question to see if my landlord was in violation of our lease agreement. I live in Mayfield Heights and as of January 2007 all owners who wish to rent out their property must have an Inspections by Mayfield Heights, Apply for a Rental License, Complete Tenants Sheet and Pay a $50 fee each year. I had contacted Mayfield Heights Building Service to find that my landlord has never done any of this.

According to my lease agreement under LANDLORD PROMISES:
b) "maintain the House compliant with health and safety codes except when a violation of the health and safety codes have been caused by the intentional or negligent of the Tenant or guest......"

Has he been in violation of our lease?

Also, he had installed a full bathroom upstairs, which the city has no record of it ever being inspected or a permit requested. Can this also be a violation of our lease agreement?

so your landlord will get the inspection, it does not get you out of the lease.
