Buffalo (although it is not in the midwest) and Milwaukee. Cleveland is a bit larger than those cities though - it is most similar in size to St. Louis.

Westside = Milwaukee!
Downtown = mix of Detroit and Buffalo

I'd go with Milwaukee because it feels very similar in size and scale to Cleveland... and many of the neighborhoods feel very similar. During the times I've been to Milwaukee, I've felt very comfortable there for those reasons.

But I can also see the mini-Chicago comparison.

Depending on what part of Cleveland you're in at any given moment, it can feel like Milwaukee... or Chicago... or Detroit... or Buffalo.

I've been to Toronto a couple times and the thought occurred to me that if Cleveland had played its cards right, it could've been a lot more like Toronto. But sadly, it's more like Buffalo than Toronto.
