Cleveland fares nicely in new Travel and Leisure review!
This may be one of the most accurate set of ranking to come out recently, since the categories are so specific. IMO they've described many cities, including Cleveland, to the T.
Positive rankings for Cleveland:
#2 in Classical music
#6 in Theater
#7 in Musuems/Galleries
#19 in Historical Sites
#6 in Overall Culture
#1 in Affordable Gataways
Negative Ranking for Cleveland:
Pretty much dead last in Shopping, Boutique Hotels, and Weather
America's Favorite Cities 2009 | Categories | Culture - Travel + Leisure
Also, note...Columbus, Pittsburgh did not break into the top 30 in any category

Of the negatives, the only one I would even care about is the shopping and that can and will change for the better if we all keep supporting the downtown area. And, weather? Please...bring an umbrella and a coat just like you do when you go to Chicago, Toronto, New York, etc. You can't buy any of the positives, especially the history and culture (which we have in droves).
I'm a little surprised that Pittsburgh didn't rank in history. Otherwise, they have little. Columbus is just a cookie-cutter anytown...the Houston of the North. Without OSU, it would be a truck stop with a capital building.

Chicago actually ranked worse than us in waether:
America's Favorite Cities 2009 | Categories | Quality of Life & Visitor Experience - Travel + Leisure
And I agree about the shopping Downtown. Hopefully the increases of downtown population, the Convention Center/Med Mart, and a new casino will spur some quality retail (along Euclid ave from E. 6th to E. 12th would make me the most happy!)
After that, I don't think we'd have too much to complain about (except the weather and Sports franchises )
