I am by no means an expert on tsunamis-But I do know that there is more to it than just wave height. I've seen waves during hurricanes here in NC so high that they crested and broke on top of ocean fishing piers. That's a pretty big wave but had zero tsunami effect. A lot of height-But no "umph!"
I think of a tsunami more like a never ending forceful, fast rising tide. I don't think of height in terms of wave but more in terms of a temporary sea level rise.
I could be way off base with my observation/conclusion.

I think you're right - since the force comes from below rather than wind above it's just that much stronger (at least I thought I saw that on that horrifying "Mega Tsunami" show)
