Looking for a FRIENDLY town within 20-30 min drive to the city and/or Coast. Fun & Family Oriented!
The request is much too vague. I would suggest the Topsail Beach/Hampstead area because it has good schools and close to the ocean and Wilmington. I haven't been in enough neighborhoods to say the whole area is friendly, but we have found our neighbors to be friendly and supportive.
Other suggestions include Newport and Dare County. However, both are a fairly long drive from cities with major shopping. How big a city do you need?

20 minutes to either Jacksonville or Morehead city (between both), 5 minutes from the beach, and there is enough to do so that you don't feel like you're living in a rural area.
The nick name is even "Friendly City by the Sea" even though it's a town.

What drew you to NC specifically?
What job prospects you have here?
Or are you, as others have noticed, throwing darts at the map? That's your right, but most would say it's not wise planning.
There is no such thing as the "friendliest town"--there are jerks and nice people anywhere. Generally rural areas and small towns will have friendlier people than big cities, but then the small towns will make you more aware of being an "outsider". You haven't told us anything about what sort of amenities you're looking for (nightlife? soccer leagues? Junior League? NASCAR?) and apparently you're asking this in every forum, so it's really hard to answer your question. I might suggest
1) doing independent research on areas that strike your fancy
2) checking the job market, if you will need to be working, in those areas and testing the waters
3) maybe taking a visit to the handful of areas that look the best
THEN come on a subjective forum such as C-D and ask about specifics, like "We noticed that the east side of town was our favorite in [town]. Would this be a good place for a family with XYZ characteristics and are the schools OK?"
"I need to know a friendly town near the beach (or near cities)" posted in numerous states is not going to be a very valuable return on effort.

Generally, places with many newcomers will have more people aware of the newcomers' need. For example, in my community, we had a social chairperson who welcomed us with a casserole.
The military spouses also have their own support system as they are more aware of the stresses of moving and absent spouses. That's one reason I reccommend Jacksonville, Swansboro and Sneads Ferry.
