Both UNC and ECU have a cap of about 18% for out of state enrollments for undergrad...so there is no difference in terms of skewing towards state applicants. UNC (at least in the past) has tried to enroll at least 1 applicant from all 100 counties, but that is only giving preferential treatment to about 30-40 kids who are usually 1st or 2nd in their graduating class.

ECU med school (not sure about the Dental school) only admits in state students.

ECU Medical and Dental Schools both ONLY matriculate students who have established in-state residency.

Rocky Mount has some bad problems that was caused by NAFTA. We had 20 plant closings and trying to recover. But all large cities to small towns have their problems.
