There are a lot of little towns around here where you can find rural property and still be within driving distance of town. Jones and Pamlico Counties are rural but close, even areas of Craven and Cartaret are rural. One of my co-workers lives on a 10 acre "farm" near Pollocksville that they just bought last summer. Shouldn't be a problem....

New bern is a quiet peaceful place. If you want the "bright lights, big city" you will not like New Bern.
On the other hand if you don't want to sit in traffic, wait outside your favorite dining spot to be seated, or deal with a zillion tourist from April to October, New Bern might be the place for you.
Like someone said some places are nice to visit, 'but there is no place like home!"
If you want excitement you can daytrip to Raleigh, or the Crystal Coast beaches easily.
If you need the night life for a week-end get away, world famous Myrtle Beach is 3 hours on mostly 4 laned roads.
