Was wondering if Compass Pointe is it within Lela d city limits? Is that a good thing or bad?

I can't be sure from the map on City-data, but I think it is outside. Being in the town would give you better police protection and maybe EMS, but it would cost you in higher property taxes.

You could ask the developers of Compass Pointe, or contact the town, or check the tax records for the address you are interested in.

It's not, but as goldenage advises, I'd call either the development or the Town to confirm. Whether it's a good or bad depends on your perspective.
