My landlord has all the money, I called her the other day to tell her there were bedbugs in my new mattress. She said it was not her problem, that the apartment was sprayed before I moved in, then she said she would call an exterminate, but she would only pay half.. I have only being in this place for 9 months, the exterminate said the bugs were large and they had to have been here for a while. He had also done work at soon other places this same lady owns. What he said was not very good. I took all kind of pictures and while searching I came across a can of flea and bedbug spray, but she said there were no bugs. Can I call the building inspector and will there be a fee. I have started looking for another place to live, and now I must purchase new bedding. Can I legally withhold my rent? I really need some advice. Thank you.

A tenant can never withhold rent. What city do you live in?
