I am not quite sure what you are asking. The Cape Harbor Apartments are in Ogden, which is a safe area. If you want to avoid crimes, get a subscription to the Star-News, and follow the police blotter. Keep notes on where the shootings and drug arrests are, and don't go there.
I would not want to live along College because the traffic is so heavy. Otherwise, I think there is a good area south of the intersection of Independence and Carolina Beach Blvd. There are the Breezewood Condos which are reasonably priced, and you could get a ground-floor place. Nearby Merestone has some one-story townhouses, which I consider senior-friendly. Willoughby Park Road has similar one-story condos and numerous other neighborhoods along Carolina Beach Blvd have one-story houses. There is also the WAVE bus service along CB Blvd running between Monkey Junction and Independence Mall.
