I rented in Emerald Isle for about a year and in Newport for a year and a half. I had to move away for a job earlier this year but might move back and buy a house by February when I go back to virtual work.

I know home insurance varies on where the house is located on the flood maps. It will definitely not be oceanfront but walkable to beach access

I think I also remember hearing that NC was going to mandate how high a house is from the ground and that each town might have their own requirements. It might be 9 feet in one town and the next town over might be 10 feet? From what I heard they would no longer allow homes to be grandfathered in meaning homes sitting right on the ground would need to be lifted. Can someone tell me what happened with those discussions? and possibly give me some info on which parts of EI would have the best rates for insurance?

My understanding is older homes below the base flood elevation are in essence, grandfathered, but the premiums increase by a certain percent for each foot below the base flood elevation that the house is.

Large portions of Emerald Isle are in Zone X, which technically doesn't require flood insurance; it wouldn't be expensive to purchase it in these areas if the house is elevated.

You can poke around in the Carteret County GIS at : GIS Services | Carteret County, NC - Official Website

Accept the disclaimer, then turn on the flood zone layer. Then, for example, I see some higher spots near the south tip of the island around White Sands Drive, Gulfstream Drive, and Sandfiddler East. Other high spots at the aptly named Dune Ridge Court and Osprey Ridge.

Naturally, I can't guarantee your flood insurance costs. I think the best you can find are shaded X zones. The higher risk flood zones are AE and AV. If you find a house you like, check the address at Floodsmart.gov

Thanks. This one is easier to use. The OP should look for the bright yellow, which is zone X.

I believe "X" is delineated without any color overlay. In other words, it the portion that looks like a normal aerial photograph.

Only the bottom left corner of my property (5 ' x 2 ') is in the VE zone yet they classify my property as VE? The house itself is 30 feet from the VE zone.

Is that correct?
