I was just at Kure beach just over 2 weeks ago. There was a pod of 5 dolphins swimming, and we walked in almost up to our waists to get better photos. The water wasn't terrible the last week of February. I wouldn't have wanted to swim in it for half an hour, but I could have easily dove under for a couple seconds and hung out for awhile.
Of course, it was also 72 degrees outside, so the sun warmed us up quickly once we got out.
In April/May, you'll have no trouble at all dipping in and out because I could do it in February. My girlfriend, who is the biggest sissy on Earth when it comes to cold water, walked in further than me above her waist and she was just fine. I can't speak to 1-2 hours, but definitely for minutes at a clip.
