The seatbelt issue does need to be addressed though.
I'm pretty sure schools buses (not activity buses) with students on board aren't allowed to use interstates.

I've seen school buses drive on freeways and the speed limit is 70. That's an issue! They have their flashers on though. And yes. There is students on board with them.
