I would also mention Pittsboro NC courthouse. It is a beautiful building, recently renovated in 2011 I think because of a fire in 2010. It sits in a circle in the middle of town. The town is nice, some what quaint but I am not sure I would call it scenic.

Easy choice- the courthouse in downtown wilmington! Right on the riverfront. Just call and make sure they do weddings of course.

Thats a federal courthouse. No weddings there.
