ECU police chief leaving for new job in Texas

Gerald Lewis confirmed that to WITN this afternoon that his last day at ECU is July 20th.

He said he has accepted a position as associate vice president of public safety and police chief at the University of Texas at San Antonio. He starts August 1.

Lewis came to ECU in January of 2014. Before that he spent 26 years with the New Jersey State Police.

ECU hasn't yet announced an interim police chief.

UTSA is about the same size as ECU, with 28,787 students.

I don't know of many grocery stores save Fresh Market, Whole Foods, and Trader Joe's that don't enter a market and try to build out to multiple areas of town within a small period of time.

Not saying that means it's going to happen, but it certainly wouldn't surprise me to see them go to Bell's Fork/Winterville fairly quickly.

When Publix entered the Charlotte market, they opened probably 8 stores in a period of a year and a half. Comparatively, two in Greenville in a short period isn't out of the question.

Members of the East Carolina community walking or driving by campus can see lots of construction this summer - but there's even more going on that can't always be seen.

In addition to new and renovated buildings, there's also vital ongoing maintenance that keeps campus running. And everything is happening on schedule, according to John Fields, director of facilities engineering and architectural services.

While summer may seem slow with most of the students gone, it's actually the busiest time of year for facilities crews, Fields said. "Our primary purpose is to help the university do its business of teaching, research and outreach. We do what we do at the convenience of campus."

Right now more than $400 million worth of projects are in planning, design or construction, according to Fields. This includes new student centers on the main and health sciences campuses, the planned Life Sciences and Biotechnology Building, the Dowdy-Ficklen Stadium press box renovations, a new dental research lab on the fourth floor of Ross Hall, renovations to White, Clement and Greene residence halls, and more.

In addition to these projects, "there's a lot of infrastructure work," Fields said. "There's a great deal of things going on that are not necessarily visible when walking by campus. Infrastructure is vital to allowing the institution to operate."

For example, crews are working on things like roof repairs and electrical upgrades as well as barrier removal projects to bring buildings in compliance with the Americans with Disabilities Act. They're also maintaining and replacing pipe lines for steam and chilled water to keep the campus at the right temperature all year long. Plus, when a new building does come online, utilities services must be rerouted so as not to interrupt service to existing buildings.

"We spend a huge amount of time working on that," Fields said. "There's a lot of preparation, and a lot of moving parts."

Cleanup efforts took their first steps this week at the former Imperial Tobacco Processing Plant on Atlantic Avenue, a site that once was the center of Greenville’s tobacco industry and now is the center of redevelopment efforts in the west Greenville and downtown districts.
Tom Wisemiller, project coordinator with Greenville’s Office of Economic Development, said crews from Raleigh-based environmental contracting firm HEPACO started environmental remediation of the site on Tuesday. Environmental remediation deals with the removal of pollution or contaminants from soil, groundwater, sediment or surface water.
The plant, which was built in the early 1900s and in use until 1978, mostly was destroyed by a fire in April 2008. As a result, the property was cited for multiple code violations. The owner of the property claimed financial hardship as the reason for failure to clean up the site.
In 2012, the city applied for a $400,000 brownfields cleanup grant from the Environmental Protection Agency to remediate the site. To qualify for the EPA grant, Greenville had to own the 6.08-acre property. The owner entered an agreement in which Greenville purchased the property for $1 and retained ownership until the cleanup was completed.
“Although the physical cleanup only takes about a month, the pre-brownfields work takes longer,” Wisemiller said. “The city first had to apply for the grant before designing and submitting plans for cleaning up the site to the EPA, and then the city had to have a state brownfields agreement in place before any work could be done.
“The process leading up to the actual cleanup can take two to three years,” he said.
Wisemiller said the environmental cleanup efforts at the Imperial site are focused on the removal of underground fuel tanks that were used at the plant when it was in operation. HEPACO crews this week will be pumping water from the tanks and prepping them for removal, which is scheduled for Monday.
“According to oral tradition, the company dropped two railroad cars underground to use as fuel tanks,” Wisemiller said. “We won’t know if they really are railroad cars or actual fuel tanks until we get them pumped out so we can get to them.”
After the fuel tanks are removed, the on-site remediation should be complete by July 22. Environmental testing then will be conducted before the property can be an EPA-certified Brownfields Site.
Under the 2012 agreement with the property’s owner, the city has the option to purchase the property at $1.04 million after the cleanup is complete. That purchase is included in the city’s 2016-17 fiscal year budget, which was approved by the Greenville City Council on June 16 and took effect on July 1.
​City staff has identified a number of potential uses for the property after it is purchased, including:
• Listing the property for sale on the open market;
• Using a portion of the property to market the city’s virtual building program;
• Using a portion of the property to build a structured parking deck similar to the one in downtown Greenville;
• Entering into a public/private partnership with developers to build a three- to four-story mixed-use project.
“The getting the property cleanup and brownfields certified is the next step,” Wisemiller said. “The site has a lot of potential uses after that.”

History/Timeline of Imperial site
• The site on Atlantic Avenue was the location of the Imperial Tobacco Processing Plant, which was part of Imperial Tobacco Co., a British company founded in 1901.The company also had branches in Durham, Oxford and Wilson.
• Most of the structure was built in the early 1900s and was part of "Tobacco Town," which the area off Dickinson Avenue was called.
• According to research by historian Roger Kammerer, Imperial was the largest buyer of tobacco on the Greenville market for the export trade.
• The Imperial Tobacco Co. left Greenville in 1978, leaving behind the building (which covered about two city blocks).
• About 2006-07, local developers were interested in renovating the building for a mixed-use development project.
• In April 2008, a fire destroyed most of the structure.
• From 2008-12, the property was cited for multiple safety and code violations that included overgrown weeds, accumulation of debris, violations of the city’s non-residential structure code, occupation of the property by vagrants, and a number of violations of the North Carolina Fire Code. The property's owner, Earl Wilson, claimed financial hardship left him unable to cleanup the site.
• On Nov. 5, 2012, during a presentation to the City Council, staff said cleanup and development of this property was necessary to the continued revitalization of the downtown district.
• The Imperial Land Agreement was signed on Nov. 6, 2012. As part of the agreement, the city bought the property for $1. Once the city owned the property, it could qualify for a $400,000 brownfields cleanup grant from the EPA to clean up the site.
• According to the agreement, once clean up of the site is complete, the city has the option to purchase the site for $1.04 million or the property reverts back to the owner.
• On June 16, 2016, the City Council approves the purchase of the Imperial site in the 2016-17 fiscal year budget.
• On-site remediation begins on July 5 and is scheduled to be completed on July 22. The deadline to purchase the property is Dec. 31.

I think the best plan of action is to sell or work with a developer to create a mixed use/entertainment facility with a city owned parking deck.
