They could even still build the Northeast Bypass because I saw on a website saying Washington could also get an interstate as well!

Barring an act of Congress, Washington isn't getting an interstate. No offense to the town, but FHWA wouldn't accept Washington as a logical termini for an interstate because it does not have a high enough population nor does it have anything of significance to warrant an interstate. Greenville has a large enough population and serves as the hub of eastern NC, which made getting Future I-587 approved easy. Seymour Johnson AFB got Goldsboro I-795.

However, that doesn't mean that US-264 couldn't become a freeway between Greenville and Washington.

Agreed. A beltline this far out will do very little for traffic congestion for those that live in the city.

If Greenville were thinking bigger, that beltway wouldn’t be constructed that far down. Greenville, and Pitt County overall, need better growth strategies than encouraging sprawl that far down.

It is baffling that an MPO would come up with this, there is no traffic data to support such a southern route and little to no development in that area. The bypass of Ayden should just be considered an upgraded Highway 11 bypass of Ayden, not part of the Greenville loop.
